because kdebase-meta depends on this +sql. Setting it in make.conf makes syslog-ng pull libdbi, and so on.
There's /etc/portage/package.use for adjusting USE flags on a per-package basis. See `man 5 portage` please.

Jan, Just a note, this is actually handled by the desktop/kde profile. If you take a look in the file /usr/portage/profiles/targets/desktop/kde/package.use you will see that PyQT4 does in fact have sql USE set. In short, perhaps consider using the desktop/kde profile and/or recommend that to other users that share your sentiment. Otherwise, falling back to package.use is not a bad option, and best of all you get to choose! Thanks!
