I'm not adding emerge --info or build.log here, since this is obviously because of missing introspection macro:

$ cat /var/tmp/portage/x11-libs/libnotify-0.7.1/temp/automake.out

libnotify/Makefile.am:84: HAVE_INTROSPECTION does not appear in AM_CONDITIONAL
libnotify/Makefile.am:117: HAVE_INTROSPECTION does not appear in AM_CONDITIONAL

confirmed: copying introspection.m4 to /usr/share/aclocal solved the problem
