You probably want to emerge kipi-plugins-1.8.0, not 1.6.0.

1.6.0 has been removed (both the ebuild and the line in the Manifest). Most likely you have hit a broken mirror, since here everything looks ok.

Please try again in an hour or so, or with a different mirror. 
If you still have problems then, please re-open this bug.
