i have the same issue in 2 gentoo boxes, 1 old install with 2.2 portage and 1 fresh install with 2.1 portage. after updating succesfully with emerge -DuN world, if i reissue the command it says nothing to do, but if i run emerge -e world -pv it gives some updates. Please add --with-bdeps=y to your command line. If the updates still don't show up, post the exact command and the output, otherwise it's intended behavior.

Note that there is not much point in doing so, as build-only deps are only used to build their reverse dependencies. If a reverse dependency is updated the build-only dep will be updated too.
