With the new policy to not use distfiles-local, the kernel team is requesting a new group on woodpecker called: kernel (or whatever) This group will be used to allow access to a specific dev space to host genpatches and other kernel patches in one location, yet be update-able by anyone in the group. thanks

Use distfiles-local for now, keep a backup copy somewhere. And reopen this once we actually implement the project hosting solution. Explicitly because it's going to be open to all, not locked down to only subsets of people able to upload to certain directories. You just have to produced SIGNED digests before your files will mirror.
