I'm reassigning this bug to the java team as this is a java package.

From the ebuild output:

!!! dev-java/jnlp-bin-1.2-r1 has fetch restriction turned on.
!!! This probably means that this ebuild's files must be downloaded
!!! manually. See the comments in the ebuild for more information.

If a package has fetch restriction on, most likely because of license issues, you need to fetch the file yourself and put it into your distfiles dir (portageq distdir).
As Portage informs you, you can fetch the file from the following URL: https://cds.sun.com/is-bin/INTERSHOP.enfinity/WFS/CDS-CDS_Developer-Site/en_US/-/USD/ViewProductDetail-Start?ProductRef=7026-jaws_dev_pack-1.2-oth-JPR@CDS-CDS_Developer

works fine for me. you have to visit the url with your browser and, that you agree with their license and then click the button below. after that, you will be allowed to download the file. if you see content of your download, it's just the html page and not the needed file itself.

closing this bug.
