I'm experiencing the same problem. Unfortunately even after a downgrade to claws-mail-3.7.6 the problem persists. And I can not see any other recently upgraded package that could be related to this problem, so maybe somebody else could try downgrading claws-mail
As to when it occurs I'm not quite sure, because I can't see when SSL is really used. But I have a POP3 account, for which I have enabled SSL and that works pretty well. Only the IMAP-accounts do not work.

Today I found solution. Somewhen after update OpenSSL to 1.0 version on my system remains libs of openSSL 0.9.8, so I unmerge OpenSSL completely and then emerge OpenSSL again. Only reinstall of OpenSSL 1.0 don't help, OpenSSL 0.9.8 libs on system remains. So I think, that's some wrong with ebuild of OpenSSL 1.0.
Then I reinstall libetpan and then claws-mail and his plugins manually because revdep-rebuild don't detect inconsistency in claws-mail automatically.
Now all runs good.
