While x11-libs/qt-gui and x11-libs/qt-qt3support have "+accessibility" and qt-svg depends on "x11-libs/qt-gui[accessibility=]" it should have the same IUSE setting for it. Without "+" qt-svg confuses emerge if one not have explicit "+" or "-" accessibility" in USE flags. It will be better to put it in ebuild than to make many many people have to touch their package.use.
Better still would be for no packages to depend absolutely on +accessibility. Otherwise you might as well build it into KDE without a selectable USE flag.
