The commit [1] landed in 2.32, and removed the only usage of the libgnome python binding, namely the one in the invest applet. The commit log carries the URL to upstream bug.

+  confirmed by Gilles, but gnome-base/libgnome is still needed by invest applet
+  or, otherwise, it's no longer offered for adding to panel.
