the correct file size for oxygen-icons-4.5.5.tar.bz2 in all the mirrors is Length: 290342737 (277M)
the file specified in the Manifest:
DIST oxygen-icons-4.5.5.tar.bz2 30249177 RMD160 3ff4462f3229534b4bed34428b4d2a011d66a88d SHA1 421d1be493d9ab8241a6c2ab088ba893bf384d47 SHA256 519d916ac3ecba8bf55a867553fcc10c145e8d751124b0ce4473ed19e1c3575e

As such, emerge tries to fetch the file again and again from different mirrors - none of the mirrors have the size as 30249177.

Steps to Reproduce:
1. emerge --sync
2. emerge =kde-base/oxygen-icons-4.5.5


Actual Results:  
loop of fetching the oxygen-icons-4.5.5.tar.bz2 file - searching for one sized 30249177

Expected Results:  
emerging the package correctly by having a good Manifest file

i repacked it to exclude the svgz and uploaded in gentoo mirrors
till then, download from here http://gentoo.osuosl.org/distfiles/oxygen-icons-4.5.5.tar.bz2

I guess after 24 hours we can resolve this now.
