entering a wrong keyboard layout like:
Option         "XkbLayout" "de-latin1"
(I had that for years, and it worked... )

makes X detect everything as it should - the keyboard simply does not work.
no error whatsoever in the log file. this is frustrating. (took me about 4 hours to find out)

xorg.0.log follows



Reproducible: Always

Steps to Reproduce:
1. enter unsupported layout 
2. start X
3. enjoy error-free startup with no keyboard



Expected Results:  
X should at least spit out an error that it won't be able to use this layout

Probably it is best to report this upstream, we have little means of fixing that.
