Emerge doesn't install dev-libs/libnatspec when emerging app-arch/zip-3.0-r1 with natspec flag.

Reproducible: Always

Steps to Reproduce:
1.USE="natspec" emerge -1 =app-arch/zip-3.0-r1
2.emerge fails
3.

Actual Results:  
emerge -pv =app-arch/zip-3.0-r1

Bump on this as all that needs to be done is add "natspec? ( dev-libs/libnatspec )" to RDEPEND

Victor, it looks like you've flipped actual results and expected results right? How you've created expected results, manually?

@portage, I've added new USE flag to ebuild. It looks like it is shows USE=natspec in both outputs but do you have any ideas why it could be not pulled by portage?

When I post this bug ebuild of app-arch/zip doesn't have dependencies on dev-libs/libnatspec.
Right now:

1) emerge -C dev-libs/libnatspec
2) emerge -1 app-arch/zip

That log shows a failure execute unzip because you've removed a shared library that it depends on. The build log in comment 1 is correct. I got pretty much the same thing which is what led me to this bug. The important line being:
unix/unix.c:18:23: fatal error: natspec.h: No such file or directory

You do understand that editing IUSE is not enough to add a dependency, yes?

Looking at lines 16 to 20 of the ebuild, the problem should be obvious.

There's simply no dependency on libnatspec.
As I said in comment 2, changing RDEPEND to the following will fix this:

Yes, you're right. But one small question:
Why

RDEPEND="bzip2? ( app-arch/bzip2 )
    natspec? ( dev-libs/libnatspec )"

is missing right now at portage?

I've added the missing dep to RDEPEND + DEPEND.
