texify can

TeXify is a compile driver for LaTeX, i.e. it keeps going to compile your LaTeX source file until the output is really finished. Note that LaTeX needs several passes (normally 1-3) to reread automatic generated content like the TOC or a index. 

I couldn’t find the source, though :(

This seems to be a part of MikTeX. Not sure if it will work with our texlive {,pdf}latex.

This will work only with miktex. Sorry, we cannot do anything here.
