At times a package wants to do a few things before and after it's removal (adding/removing groups, removing config files etc...) for this we should have functions in the EAPI that will be executed before and after removal.

Wouldn't the existing pkg_prerm and pkg_postrm functions be suitable for this? The REPLACED_BY_VERSION variable in EAPI 4 could also be helpful (see bug 273646).
