The summary says it all...
This is an ebuild for the latest versions used by grsec-kernel.
There's a root exploit in previous kernels, so this one should be included.

gradm and grsec-sources have been bumped in portage. 
I did not use your ebuild as provided. No hppa patches exist for 2.4.23 as of yet.

gradm has also been bumped for x86 to 1.9.23
