Why is it allowed to add a package to the tree, which is directly maintainer-needed!

Heck no, if you want to add package to main tree fill it with you as maintainer or someone else as proxy.

Do not add packages as m-n by default.

It doesn't get more untechnical or unconsistent for rules than this:
Cut some slack to old-time developers (that clearly know what they are doing)
Use your[1] time on addressing *real* issues, instead of bothering people

[1] anyone reading this bug
