sqlite fails tests date-6.1, date-6.4, date-6.5, date-6.8, date-6.13, and date-6.16 for me. Upon investigating, I saw this comment before those tests:

# localtime->utc and utc->localtime conversions.  These tests only work
# if the localtime is in the US Eastern Time (the time in Charlotte, NC
# and in New York.)

However, the guard around the tests is:

if {$tzoffset_new==4}

This is a problem because (America/Indianapolis or America/Indiana/Indianapolis) Indianapolis only started doing daylight savings time in 2006 or so. As a result, the guard that is based on today's offsets will be true even though in the past, the offsets for DST did not apply. This results in the expected results not matching the actual results.

Reproducible: Always

Steps to Reproduce:
1. Set timezone to America/Indianapolis.
2. Merge sqlite with FEATURES="test"
Actual Results:  
Several date tests fail.

Expected Results:  
Tests pass either by using more appropriate guard logic or by setting TZ=America/New_York prior to those tests that depend on that being the timezone.

I will report this upstream as well.

If there's a better place to report it, let me know.

I have not seen anybody reply to it nor have I seen it corrected in the source tree.
