We should add info that there's a licenses@gentoo.org alias for asking about things besides gentoo-dev mailing list. Also ulm pointed the following issues in email:

The devmanual also misses the following points:
- It should be made sure that the license is not a duplicate of an
  existing one. We had some cases where only one or two words were
  different (like "author" <-> "authors").
- License groups and ACCEPT_LICENSES are not mentioned at all.
- "Plain text" really means UTF-8 coding (GLEP 31). IMHO also long
  lines (> 80 chars) should be rewrapped, to keep things readable.
