The current text shows:

The following table lists the tools you need to install if you use a certain
file system:
File System 	Tool 	Install Command
XFS 	xfsprogs 	emerge --usepkg xfsprogs
ReiserFS 	reiserfsprogs 	emerge --usepkg reiserfsprogs
JFS 	jfsutils 	emerge --usepkg jfsutils

When I did the install, earlier in the process and I chose the filesystems, I
did ext3... Are there tools for this?  It would have been great if it said that
there was no tools, or if I should pick XFS or something.  Just would make the
docs a little clearer.

The document does say that it lists the tools you need to install *if* you use a 
certain [listed] file system. So ext3 users don't have to install any extra's. The 
reason for this is that the ext2/3 related tools are already installed (as part of 
the core system). I'd rather not explain all this in the installation instructions 
as the goal of the document is to aid users in installing Gentoo, not providing 
answers to all questions they might have (otherwise a handbook isn't sufficient, a 
Gentoo encyclopedia would be necessary :)

Regarding XFS: no, you don't have to install the XFS tools if you don't have XFS.
