Much like it says in the linked URL's README file, the source URL for commons-dbcp has changed.

While we're at it: 1.2.2 is not available from the new URL anymore, such downloads would most likely fail.

Reproducible: Always

Steps to Reproduce:
1. emerge -f dev-java/commons-dbcp
Actual Results:  
Multiple mirrors time out, answer with 404 response codes or 200 codes that include html sites, thus failing in the checksumming process afterwards.

Expected Results:  
Regular download from one of the apache mirrors

Should be on all mirrors by now.
