You can use following workaround to watch tv:
emerge tvtime
cd /var/tmp/portage/media-tv/tvtime-1.0.2-r2/work/tvtime-1.0.2
./configure
make
cp /var/tmp/portage/media-tv/tvtime-1.0.2-r2/work/tvtime-1.0.2/src/tvtime /usr/bin/tvtime

some fonts are missing so you can not use tvtime menu (but still I can watch tv using my old config files..)

when I run aclocal-1.7 in /var/tmp/portage/media-tv/tvtime-1.0.2-r2/work/tvtime-1.0.2
it returns two additional errors (maybe this will help)
aclocal: macro `_LT_DECL_SED' required but not defined
aclocal: macro `_LT_FUNC_STRIPNAME_CNF' required but not defined
aclocal: macro `AM_PROG_MKDIR_P' required but not defined

This is now fixed without revision bump.
