Well, I see this bug was open for quite some time, so it might have been a problem before, but now it seems fine anyway. Closing the bug..

Oh, I got it :). Apparently bugzilla does not handle UTF-8 outside 1-byte set when posted directly to the bug :(. 
Anyway, the document online seems to be fine - that comment is translated but the commands (lines starting with #) are non-translated; just as it should be.
