I would like to stop getting useless (for most of my systems) message:

        elog "Because of a bug present up to version 1.1.1-r2, you might have"
        elog "an executable /var/log/tallylog file. If it is so, you can safely"
        elog "correct it by running the command"
        elog "  chmod -x /var/log/tallylog"
        elog ""

In most of my systems, that file doesn't have executable permissions or doesn't even exist, then, I think the message should only be shown when [[ -x /var/log/tallylog ]]

Added check for /var/log/tallylog to elog to pam-1.1.3.
