Parted die on configure without dev-util/pkgconfig.

./configure: line 31350: syntax error near unexpected token `CHECK,'
./configure: line 31350: `PKG_CHECK_MODULES(CHECK, check >= 0.9.3, have_check=yes, have_check=no)'

Reproducible: Always

Steps to Reproduce:
1.emerge -C pkgconfig
2.emerge parted
