Could you please add a picture with a desktop in english ? Could you try with a newly created user ? Also please don't forget to add emerge --info.
Why i add a english desktop if the screenshot I posted you can see that the file is users.desktop in /usr/share/applications ?

I can't say both things are the same, no. Do you have gnome-icon-theme installed ? or just hicolor-icon-theme ?

gnome-system-tools-2.32 has been added to the tree (but still hardmask), would be interesting to test with it, at least under Gnome icon is shown properly and have multiple config-users icons on my system (that looks to be the icon used, at least on 2.32, as can be seen in desktop file).
