i'm not sure this is a parallel build issue.  it always fails for me with -j1.  looks more like dictd is incorrectly utilizing libtool (because they aren't using automake like a good little package).

in your log, it shows that the objs in question do get compiled before they're needed, but libtool writes the *.o to .libs/ and only stores *.lo in $PWD.  but the final link refers to *.o instead of *.lo, and so libtool looks for the objs in $PWD instead of .libs/.

i don't think changing the Makefile to refer to the .lo is correct because all of the objects in .libs/ get built with -fPIC (since libtool thinks it is generating files for shared libs), so the programs end up being needlessly built mostly as PIC.  long term, this pkg should probably get converted to automake, but short term, i think the attached patch is the way to go.
