As you've also keyworded 2.6.36, I assume that you also have 2.6.36 installed in addition to 2.6.35.6 and that's why portage is going to remove 2.6.35.6. Portage will only keep the last version of a package. If you also want portage to keep 2.6.35.6, you have to list it in your world file.
