If svg is disabled, PYCAIRO_DISABLE_SVG is set to "1" but PYCAIRO_DISABLE_SVG is never used in the sources.
So maybe svg shouldn't be a USE flag anymore? or there are other ways to disable SVG?

pycairo-1.8.8-svg_check.patch adds using of PYCAIRO_DISABLE_SVG environmental variable.
