Currently, dev-lang/vala-0.10.0 only installs 
/usr/bin/valac-0.10 but not /usr/bin/valac which is searched by others.

So, shouldn't there be a symlink  /usr/bin/valac-0.10 -> /usr/bin/valac ?

no, that's why vala is slotted. If you have a program that can't find vala because of this, please fill a bug report and make it block bug #338067
