Octave bindings for opencv should be generated if "octave" USE flag is turned on.

Reproducible: Always

Steps to Reproduce:
1. USE="octave" emerge opencv

Actual Results:  
Everything builds fine but there are no octave bindings.

Expected Results:  
Octave bindings generated.

Fixed by 2.2.0 in kde overlay. Will be moved to main tree soon.

There are no longer octave bindings. (so it is more of cantfix :P)
