Where did you even find that overlay in the first place? It looks like it's NEVER been listed in layman-global.txt or repositories.xml.
update: The sectools overlay has been merged with pentoo. (c) o0o.nu

Can't remember, even less why.) and didn't bother to delete it when I got the messages about it being obsolete, while it still synced. I removed it now, so I can't go digging for timestamps.
