While emerging dev-libs/libmrproject-0.10 the error below appears.

Tried with conservative CFLAGS (-march=pentium3 -O2 -pipe) and same error...

Like foser said, this is a docs problem, if I emerge doing:
USE="-doc" emerge libmrproject, there is no error.

Most likely a similar problem to that in bug 32542 and bug 33151. If you can't work the solution out from those comments (I admit they're not very general) then attach your /etc/xml/catalog and /etc/xml/docbook (why do we even need /etc/xml/docbook if all the catalog refs are resolved in catalog!) and I'll look at how they need to be fixed.

libmrproject not longer exists. Does planner exhibit the same problems ?
