There should be a FEATURE possibly named bin-respect-use to have --binpkg-respect-use=y as default.

Reproducible: Always

Yes, it's much better to use EMERGE_DEFAULT_OPTS if possible, since that way we don't need messy code to handle interaction between FEATURES and emerge options.
