There is in pkg_setup:
[[ -e ${ROOT}/usr/$(get_libdir)/libcrypto.so.0.9.8 ]] && \
rm -f "${ROOT}"/usr/$(get_libdir)libcrypto.so.0.9.8
[...]

It's enough if i run: emerge -B openssl:0.9.8 and hit ctrl+C after a few seconds to have openssh unusable (if openssh is linked to 0.9.8)! And there isn not any ewarn about it. (i don't mention about other apps linked to 0.9.8).
I think this situation is very dangerous and it should be changed.

adding a warning is feasible, but that's it.  you did not follow revdep instructions to fix your system to use openssl-1, and openssl:0.9.8 has no option to avoid collision problems.

Please look on another example:
$ eix -Ice openssl

# equery k openssl:0.9.8

Until now, everything is OK. Let's prepare binary package (theoretically this shouldn't change life system):
# emerge -B openssl:0.9.8
[...]
strip: x86_64-pc-linux-gnu-strip --strip-unneeded -R .comment
   usr/lib64/libcrypto.so.0.9.8
   usr/lib64/libssl.so.0.9.8
>>> Done.

# equery k openssl:0.9.8
* Checking dev-libs/openssl-0.9.8o-r2 ...
!!! /usr/lib64/libcrypto.so.0.9.8 does not exist
!!! /usr/lib64/libssl.so.0.9.8 does not exist
   2 out of 4 files passed

As you can see, it's enough to start emerge -B openssl:0.9.8 or emerge openssl:0.9.8 and hit ctrl+c and then all apps linked to libcrypto/libssl-0.9.8 are unusable. Imho it is dangerous. Isn't there any way to not remove libs in pkf_setup() ?

no, there is no alternative.  -B will have to stay broken.
