IPv6 needs to be turned off in order to access sources.gentoo.org. I can't exactly tell what the problem is, I guess there's either a false IPv6 DNS entry or the IPv6 route is broken for me. It stopped working a few weeks ago.

Confirmed. Squid isn't listening on IPv6, and needs to be.

So, pending task: upgrade to squid-3

This is fixed now, we moved to varnish instead of squid.
