I tried to USE="static" emerge wget 
and after that 
# wget ftp://ftp.ics.com/openmotif/2.3/2.3.3/openmotif-2.3.3.tar.gz
--2010-10-03 05:28:07-- ftp://ftp.ics.com/openmotif/2.3/2.3.3/openmotif-2.3.3.tar.gz
=> `openmotif-2.3.3.tar.gz'
Resolving ftp://ftp.ics.com... failed: Name or service not known.
wget: unable to resolve host address `ftp.ics.com'

If I compile it with USE="-static" it works ok in the same machine

works fine for me.  you cannot file bare bug reports ... they must always include details as documented in the bugzilla howto.

bug wranglers: do not re-assign reports until you've gotten them triaged first.

there is a bugzilla howto clearly linked on the front page you may review

load up wireshark and see what packets wget is sending out

I have the same problem (like "Arsen Shnurkov 2010-10-03 07:02:38 UTC") with wget-1.12-r3.
