It seems like they have split up the projects into the gtk engine tarball and
the actual theme data. The latter one's missing so please add it to the ebuild.

afaic the default theme pack can go in the engines ebuild. liquidx ?

Please check the link I've provided, gtk-engines-smooth has its OWN themepack which is missing in the current ebuild.

no you don't have it in portage

we are speaking not about gtk-engines-smooth but about having also ebuild for
it's  own theme pack!
