Please paste the output of 'emerge -pv vde' too (I guess it mentions USE=-pcap).
If I build with pcap, then vde_pcapplug is installed; if I build with -pcap, it is not installed. On my systems, however, vde_pcaplug is not referenced by the init scripts at all (and the init script starts in both places). Could you post your /etc/conf.d/vde?
You are right, it is built without the pcap use flag on my system. I guess that enabling the pcap use flag would then solve the issue. It's just strange that your system seems to want it with -pcap, but mine doesn't want it at all (even with +pcap). Could you post your /etc/init.d/vde as well?

Please try rebuilding the package. It seems that someone was lazy and forget to revbump the ebuild after modifying init.d scripts.
Rebuilding does not change the init script for me. # emerge -1 vde [...] # equery files vde * Searching for vde ... * Contents of net-misc/vde-2.3.1: /etc /etc/conf.d /etc/conf.d/vde /etc/init.d /etc/init.d/vde [...] After that, the contents of /etc/init.d/vde is as shown earlier.
what does ls -l /etc/init.d/ | grep vde produce? (init scripts are safeguarded against overwriting through config_protect) They might need to be upgraded with: update-etc or dispatch-conf (If there are new config changes then you have hidden files containing the name and a serial number.
I am running etc-update daily. etc-update did not capture that the file is outdated. This seems strange to me because so far I was relying that emerge and etc-update keep my system up-to-date. I was deleting /etc/init.d/vde and re-emerging vde, this resolved the issue. Do you have any idea why etc-update did not capture the configuration update?
