Usuing the install guide I'm unable to do the transition from stage1 to stage2.

After doing scripts/bootstrap.sh I should do "emerge system". This fails, when
building wget, because the wget ebuild calls /usr/bin/autoconf which is not
installed yet. Doing "emerge autoconf" first and then "emerge system" solves
this issue.


Reproducible: Always
Steps to Reproduce:
1. Start install from stage1 as explained wthin install guide
2. do emerge system


Actual Results:  
emerge will fail to build wget


Expected Results:  
emerge system should no fail and install the base system

autoconf now in as a dependecy
