Trying to use the filters in Thunderbird does not work with the keyboard.  When
you try to specify which folder to go into, and you press up or down, the
selected folder advances by two instead of one....e.g. if I have folders
Inbox,Drafts,Sent,Trash,Clubs,School, and I hit down, it goes from Inbox to Sent
to Clubs, back to Inbox....never hitting the middle ones.

Reproducible: Always
Steps to Reproduce:
1. Start Thunderbird
2. Try to start a new filter
3. Try to select an odd folder with the keyboard.

Actual Results:  
It should advance by one...

Expected Results:  
It advanced by two and doesn't reach the ones I need.  I can use the mouse...but
why should I have to?
