Attached function could be useful to packages using the mono.eclass, like dev-dotnet/ikvm. I handles the task of generating a pkg-config file from a set of .NET dlls, so they can be found by Mono(Develop).

Reproducible: Always

creating pkgconfig files downstream is bad and disregarded

see bug 445130

this is documented in the devmanual now.
