It was trivial to get portage to emerge Deluge 1.3.0

All it took was copying the ebuild for 1.3.0_rc2 to an overlay , rename it deluge-1.3.0.ebuild, and digest. (don't forget to copy/link files/ dir) Updates and runs perfectly. Didn't even need to change contents of ebuild since variables and naming conventions rock.

This is such an easy fix. Is someone of power/trust needed to add it to portage?
