virt-manager fails to run with error message "ImportError: No module named vte"

# cd /var/tmp/paludis/x11-libs-vte-0.25.91/work/vte-0.25.91/python
# make
make: Nothing to be done for `all'.

and /var/tmp/paludis/x11-libs-vte-0.25.91/work/vte-0.25.91/Makefile seems not set up the required viariable for python as compared with vte-0.24.3 from gentoo.
