xf86-input-wacom doesn't contain required udev rule to detect serial tablets (possibly also usb tablets).
See related bug on launchpad (URL).
either the proposed fix (file in /etc) or the rule ubuntu puts in their package should work.

Reproducible: Always

Steps to Reproduce:
1. boot and start x
2.
3.

Actual Results:  
serial tablet doesn't get detected

Expected Results:  
working tablet

required udev rule

this is the rule taken from the ubuntu pkg which belongs to /lib/udev/rude.d/

xf86-input-wacom doesn't install udev rules by default, since I believe that's all handled by the Xorg server these days.  I'm not intending to deviate from upstream to provide specific rules, so I'm going to mark this as WONTFIX.  Please feel free to reopen it if you feel strongly on the matter...
