Bug 335856 – Make QA alias private/infra maintained

We would like to make the QA alias so it could only be modified by infra members, much like devrel and the council aliases now.  The rationale behind this is that since suspensions and possibly other sensitive information is discussed on the alias, we would like to limit the number of people privy to that information.

Only those that are listed on the official project page should be on the alias (which is believe is currently the case): http://www.gentoo.org/proj/en/qa/

We'll convert it this weekend.  For the time being, only infra will be able to edit the alias so if you have any planned changes, make them immediately.

solar and tsunam are listed on the project page but they are not on the alias.
Furthermore tsunam dropped his gentoo-x86 access some time ago.

Commented myself out in the alias. I don't want bug spam. I'm simply the founder of the project. halcy0n and Flameeyes do all the work.
