All of geoip tests requires Internet connection, so, i think restricting tests is the only one choice in this case.

The general problem with RESTRICT=test is that you can't undo it without hacking the ebuild yet again, and the specific problem with setting it would be that the test suite is useful and works fine otherwise. So the specific problem is a minor one and the general solution is of Draconian proportions.

However, it appears to fail in doing DNS queries for yahoo.com, which isn't a real test of the library, and could arbitrarily fail when yahoo.com finally goes offline, or moves its business outside the USA.

So we might as well fix it thusly:
