Bug 3353 – Include badblocks on install CD

Overview

Request to include /sbin/badblocks in the rescue.gz image of the install CD 
(1.1a and above).  badblocks is invaluable when working with older hardware, 
and is small (17k, or 7.5k gzipped).

I would like to propose that badblocks simply be in /usr/bin or wherever it
lives on the install CD.  I've used the install CD as a 'disk checker' before,
and instead of having to scp badblocks over, I could just boot off of the CD and
use it.

badblocks is now avail on the ppc 1.2-r1 and 1.4_beta ISO's FWIW ;)

Moving these so we can remove the "Install CD" component from "Gentoo Linux".

I apologize to everyone for this spam, but according to the bugzilla developers,
this is the only reasonable way to do this.
