How are you installing kdelibs? Are you sure you're not using --nodeps? The ebuild has the following: COMMONDEPEND=" ... media-libs/giflib so the only way it would fail to pull in the required dep is if you're telling your PM not to pull the deps.
I would like to know what useflags you have on your giflib if it is present.

First try was to install kde-meta, but "emerge kdelibs" fails directly as well. I did not use the "--nodeps" switch. If I interpret correctly, dependencies are tryed to be resolved by the system. But somehow it does not detect the required and installed package.

"emerge -C giflib" and emerge giflib did the trick. kdelibs now install correctly.
