Demonstration: http://www.az2000.de/viewvc/ I checked via Chromes Developer Tools and it seems that the http://www.az2000.de/viewvc/*docroot*/styles.css takes very long to load (>16 seconds) and then times out. However, if I load that file directly, it is very fast. Maybe some Keep-alive handling makes some problems and doesn't finish the loading, so that the styles.css is not loaded at all (the Developer Tools also show that the content stays empty).
Hm, ok, suddenly, it works. Maybe it returns back. I don't really trust it anymore. I will reopen it when I see it again.

We have no control over az2000.de nor the connection speeds (or the internet routing for that matter).

It has nothing to do with the connection speed. It takes about 16 secs (or more - not sure if it just times out) if it happens and about 800ms if it is ok (also not very good but the difference is so huge that it is very much clear that there is some problem). And now it has happened again also. It seems to load this time, though it doesn't seem to finish, so it looks like it is still loading.
Please establish how this relates to the Gentoo Project specifically or direct your complaint toward [URL] where it belongs.
I am running Gentoo on this server and installed ViewVC via Portage. What do you mean by [URL]? Do you mean that I should report it upstream at ViewVC?

Upstream report: http://viewvc.tigris.org/issues/show_bug.cgi?id=467
.
Yay, after some back and forth, finally they really figured out that it was a bug and fixed it in r2471. The bug can be reproduced by enabling the allow_compress option. So, now I am only waiting for a fixed Gentoo package.
Fixed by upstream in www-apps/viewvc-1.1.8.
