There is a set of ebuilds in Sunrise for which bugs were closed as CANTFIX/WONTFIX/etc.

For some of them the closing reason is clear enough, thus I've masked them already for removal and added 'PMASKED' to the keywords. Should I reopen them for the time they're masked for removal or just leave as-is?

For some other, the closing reasons were unclear or outdated enough to simply reopen them with the note that an appropriate ebuild is in Sunrise.

But there's still a set for which an appropriate action should be taken [1]. For an example, dev-games/opal has been closed by reporter because the development was stalled and thus no dev would probably take it anyway. What is the preferred action to take? Should we reopen the bug? Or maybe mask the ebuild for removal?
